Not such a fine day for a Rochdale resident charged with fly-tipping

A Rochdale resident has been fined for illegally fly-tipping 15 bags of rubbish in a residential street close to his former home.

Dominic Barrow, 30, of Carnforth Avenue, Rochdale, formerly of Abingdon Close, admitted to the offence of fly-tipping contrary to Section 33 of the Environmental Protection Act (1990) at Manchester & Salford Magistrates’ Court on 4 December 2021.

The dumped bags were reported to the council and letters sent to Mr Barrow’s former address were found.

He was ordered to pay a total of £234 in fines and costs after pleading guilty to dumping the waste in an alleyway between Abingdon Close and Merefield Street in September 2021.

Councillor Liam O’Rourke, the cabinet member for environment and facilities, said: “This prosecution is just another example of how we are taking fly-tipping seriously.  We are making headway in doing much more, such as the introduction of a fly-tipping strategy and plan of action, which will be publicised in early 2022. Thank you to those who report issues to us, alongside our proactive enforcement officers on our borough’s streets.

“Residents and businesses need to understand that dumping waste will not be tolerated, and is an inexcusable offence. The household waste and recycling centres are accessible and we can offer bulky waste collections for large items that can be collected from your doorstep, meaning there is simply no excuse to fly-tip.”

A further four people failed to attend court on the same day and warrants without bail were issued for each of them. Another case was also adjourned until 14 January 2022.
